[ france - that explains why some of the architecture is familiar. billy has visited various locales back home, including france, but he'd only visited the tourist traps like the eiffel tower and the champs elysees. he has the power to be anywhere at anytime if he just so much as wishes for it, and sometimes - just sometimes - he indulges. and why not, right? he comes home on time. he finishes his homework, and finishes his projects, and he still manages to help save the world from time to time.
