It moves Clara forward, ignoring her own worries and upset at being in the situation. A child is always more important than herself, and right now this one really needs someone to help calm her. She can't call out to her to get her to stop, so she just sprints along after her.
She waits until she notices her go find someplace outside to hide, and she trails along after her at a cautious pace. So she approaches with a smile, making sure both of her hands are visible so it can be seen she's unarmed. That means she can't type on her communicator just yet, but that can come in due time.
